​The Customer

Foodstuffs North Island (FSNI) is the country’s largest grocery cooperative, supplying fresh food, household essentials, and everyday groceries - serving millions of Kiwis through trusted brands like New World, Pak’nSave, and Four Square. Guided by its commitment to quality and affordability, Foodstuffs NZ continues to invest in innovative digital capabilities to enhance customer experience and strengthen operational efficiency.

​The Challenge

As FSNI accelerated its software delivery modernisation, it faced the complexity of fragmented platforms and inconsistent practices. Bitbucket and Bamboo pipelines varied widely across teams, creating governance risks, inflexible CI/CD, and high overhead.

Key challenges included:

  • Inconsistent repository setups hindered scalability and created governance complexity and security risk.

  • No scalable governance model to balance secure collaboration across federated teams.

  • Inflexible pipelines limited CI/CD efficiency, especially for Java-on-Kubernetes workloads, slowing delivery and increasing maintenance overhead.

  • Underutilisation of Entra ID meant gaps in centalised identity and policy enforcement, leaving critical processes exposed to compliance and access risks.

FSNI required a unified approach that balanced governance with developer velocity.

Furō's Approach

Furō was engaged as a strategic partner to bring clarity, structure, and long-term scalability to Foodstuffs North Island’s engineering practices. Leveraging deep expertise in DevOps governance and GitHub implementations at enterprise scale, we worked closely with the client to identify key pain points and provide tailored recommendations across organisational design, access and identity management, and repository governance.

  • Visualised and rationalised the GitHub organisation model for improved manageability.

  • Integrated Entra ID with GitHub to enforce identity-based access controls.

  • Defined clear enterprise policies for repository creation, forking and token lifetimes.

  • Established structured GitHub Actions workflows and scalable patterns for hundreds of repositories while maintaining compliance.

  • Balanced speed and security through structured governance to empower teams without creating bottlenecks.

This gave FSNI a clear and scalable foundation to move forward with - a GitHub model that balances cross-functional collaboration with robust governance and security alignment.
